In the timeplan, you define the possible places to relieve, which can be mid-route or the terminal stop. In the schedule, through the Relief Points preference, you define which relief points you intend to use in that specific scheduling scenario.
In the schedule, you can set up which relief points are allowed outside of the route (e.g. on a deadhead) which you cannot define on a timeplan. You can also allow specific times of the day for the relief to be applicable.
In the timeplan, you can specify relief points for a pattern but cannot define the time condition. Setting up relief points in a schedule is very helpful if you are considering tendering a new route and don’t know the area that well. It gives you the flexibility of running different scenarios in the schedule where you can set up which relief points to use for each route in one scenario. The default setup in the schedule is that if you do not define any rule for relief, every terminal stop and mid-route relief that you have in the timeplan becomes a relief point, whether it has been explicitly set up as a relief point in the timeplan or not. Once a relief point instance is set explicitly, all relief points need to be defined explicitly otherwise they aren’t allowed.
